The Sixth International Law Enforcement Forum on Minimal Force Options was co-hosted by the National Institute of Justice (NIJ), and the Orange County Sheriff’s Office. The forum was organized and conducted by the Institute for Non-Lethal Defense Technologies (INLDT) of The Pennsylvania State University and the National Tactical Officer Association (NTOA). The workshop was held in Orlando, Florida on May 20, 21 & 22, 2008.

This year’s Forum in Fairfax brought together persons involved in the development, use and monitoring of less-lethal technologies and included representatives from the United Kingdom (UK), the United States (US), Canada, New Zealand and Sweden. Delegates examined best practices in controlling aggressive individuals, maintaining public order, conducted energy devices and less-lethal applications and emerging issues in counter-terrorism.

Attrubute Based Evaluation II (ABE-2) of Less-Lethal Impact Munitions |

Summary
|
This report, co-authored by the Pennsylvania State University’s (Penn State) Institute for Non-Lethal Defense Technologies (INLDT) and the Los Angeles Sheriff’s Department (LASD), contains an evaluation of off-the-shelf less-lethal munitions, and provides law enforcement officials with a comparative basis for selecting munitions best suited for their requirements. The evaluation was conducted at the Pennsylvania State University’s main campus in State College and the National Firearms and Tactical Training Unit (NFTTU) in Altoona, Pennsylvania. Various manufacturers donated the less-lethal munitions.

Report of the Fourth International Law Enforcement Forum for Minimal Force Options and Less-Lethal Technologies |

Summary
|
This year it was significant that the Forum was hosted by a police organization of international repute – The Royal Canadian Mounted Police (RCMP) – which underscored the international law enforcement focus of ILEF. The 2005 Forum included a day dedicated to discussion with less-lethal manufacturers and distributors. Key issues included identifying operational requirements and capability gaps, the development and establishment of testing and training standards for less-lethal technologies, and working to achieve those ends.

The first two meetings of the International Law Enforcement Forum (ILEF) on Minimal Force Options held at The Pennsylvania State University in April 2001 and October 2002 were extremely successful in focusing on less-lethal and minimal force concepts, technologies, and deployment at the expert practitioner level. The Police Scientific Development Branch of the United Kingdom’s Home Office generously hosted this year’s International Forum which focused on moving forward with the development of accepted international standards for development, testing, and training.
